TEXO Attends the Groundbreaking Ceremony of the Viettel Research and Development Center

On the morning of August 19 in Hanoi, Viettel Group (Military Industry and Telecoms Group) officially held the groundbreaking ceremony for the Viettel Research and Development Center at Hoa Lac Hi-Tech Park. The event was part of a series of 250 groundbreaking and inauguration ceremonies across 80 locations nationwide, celebrating the 80th Anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025).

The ceremony was honored by the presence of Colonel General Nguyen Quang Ngoc, Member of the Party Central Committee and Deputy Chief of the General Staff of the Vietnam People’s Army; Lieutenant General Tao Duc Thang, Chairman and General Director of Viettel Group; and Comrade Chau Van Minh, Member of the Party Central Committee and President of the Vietnam Academy of Science and Technology.

Representing the project supervision consultant, Mr. Do Quoc Huynh – Chairman of the Board of Directors and General Director of TEXO Consulting and Investment Joint Stock Company – attended the ceremony. TEXO’s participation reaffirms the company’s prestige and capacity in supervising large-scale, strategic projects, contributing to the successful implementation of key national works.

he Viettel Research and Development Center project is invested with a total capital of VND 10,000 billion, covering an area of 13 hectares at the Hoa Lac Hi-Tech Park. The development will comprise six smart buildings and is expected to be completed by 2030. Once operational, it will become a key research and development (R&D) hub, fully integrating the entire process of research – design – prototyping – and production of high-tech “Made in Vietnam” products.

The center is expected to attract 2,500 highly qualified personnel, meeting the mission requirements and strategic orientations of the Party, the State, and the Ministry of National Defense in the field of research and production of military equipment. This will contribute to the modernization of the Vietnam People’s Army, enhancing combat readiness and strengthening national defense capabilities in the new context.

Speaking at the event, Lieutenant General Tao Duc Thang emphasized that these days, across the nation, the spirit of emulation to celebrate the 80th Anniversary of the August Revolution and National Day (September 2) is spreading strongly and widely.

In this spirit, together with 248 other projects nationwide, Viettel solemnly held the groundbreaking ceremony for two key projects: the Viettel Research and Development Center and the Viettel Data Center at An Khanh Industrial Park. These projects embody Viettel’s aspiration to rise and its confidence in a strong and prosperous future for Vietnam.

The R&D Center will focus on developing military, civilian, and dual-use products, serving Viettel’s strategy in high-tech industrial research and production, as well as fulfilling national defense and security missions in line with the orientations of the Party, the State, and the Ministry of National Defense.

In his remarks, Professor Chau Van Minh emphasized that the Viettel Research and Development Center will not only serve as a hub for researching core technologies for both national defense and civilian purposes but also provide a new environment for collaboration, enabling scientific advances from laboratories to be quickly applied to real life.

In the coming time, the Vietnam Academy of Science and Technology is ready to accompany Viettel in various fields, from sharing fundamental research results, cooperating in the application of new technologies, to training and developing a team of scientists.

Professor Chau Van Minh expressed his confidence that the close connection between fundamental research and applied research forces will create a combined strength, contributing to realizing the aspiration of making Vietnam a strong nation in science, technology, and innovation.
